Immigration Update: Shanghai, China – Updates on Residence Permit Amendment

With immediate effect, if the foreign employee and family members choose to renew or change their passports at the home country Consulates/Embassies in Shanghai, the Shanghai Public Security (PSB) would now require the said Consulates/Embassies in Shanghai to issue a confirmation letter to state the same i.e. the foreign employee and family members renewed or changed their passports in Shanghai.

As advised by PSB the confirmation letter should contain the following comments and must be affixed with the Consulate/Embassy Stamp:

  • Full name of applicant(s)
  • The number of the old passport
  • The number of the new passport
  • When the new passport is issued
  • When the new passport is collected from the consulate by the applicant

The confirmation letter should either be in Chinese or English. If it is in any other language, it must then be translated into Chinese by a certified translation company in Shanghai.

This is only applicable for existing Residence Permit holders who obtain new passports in Shanghai only.


We advise all foreigners to adhere to the new request from PSB to avoid any potential delays in processing the Residence Permit amendment application. Without the confirmation letter issued by the Consulates/Embassies, the Shanghai PSB will not accept the said Residence Permit amendment application.

Based on China’s prevailing Immigration Regulation, the Residence Permit amendment must be filed at Shanghai PSB within 10 days after the new passport is obtained. Any late amendment will be recorded in PSB’s system and there may be a penalty fine depending on the severity of offence.
